I own three SSDs—one for Windows, one for software, and one for games. After installing a fresh Windows version on the first drive, will I need to reinstall everything?

Not actual games. The majority should function properly. If you own a Steam account, simply install the game as usual but specify the folder where you previously stored them. This will perform a data integrity verification and allow you to play. For software, it's best to install everything at the start.
