I think you want to look into disabling Locking the account. There is a GPO, and you can, as Admin, disable it via Power Options panel. By default Windows 10 and 11 re-logins in and reload application, even unsaved documents (for select apps that support this, like web browser and Win11 Notepad). This is to quickly recover from a system restart. This was a system to help because people complained about Windows Update needed to restart the system. And yes, you can also disable that feature under the Settings panel or GPO
