I restored my computer which took a long time because I already faced issues when trying to reset it. After it worked, I left it for an hour before returning. When I came back, the screen loaded normally but never reached the desktop—it just went black, then back to loading and then to black again. It kept cycling through these screens for nearly two hours. I’ve adjusted the power settings, unplugged devices, but nothing helped. My monitor cables are connected to the GPU, and I’ve tested the motherboard, though it didn’t resolve the problem. A VGA debug light on the motherboard flickers and stays on, which is unusual. What should I do next?

I rebooted the computer, essentially doing a fresh install. Then I’d just reinstall Windows using the USB installer. Or I could restore backups if you prefer going back before the reset.

Activate your computer and wait briefly after the blue logo appears. Press the power button when you see it; it will take about five seconds to shut down. Some solid-state drives can complete the startup quickly, allowing you to move past the initial screen. After turning off the PC, press the power button again and hold it until the Windows logo or dots appear. When the machine powers off a second time, repeat the steps once more (usually two or three times) if needed to open the recovery menu. Once there, force shut the system by quickly turning off the boot process several times. If you intend to reinstall, use Rufus—a tool that lets you adjust the ISO before USB installation, offering choices to disable certain telemetry and data collection features during Windows setup.
