Despite my PC's substantial gaming capabilities, this issue only manifests within Forza Horizon itself.
The problem with Forza Horizon 4’s “Low Bandwidth Error” isn't related to internet connection speed. Instead, it stems from the latest Nvidia graphics drivers and their interaction with internal texture loading. This frequently results in large portions of the map vanishing, along with your vehicle halting – likely due to the game’s attempt to manage the error.
I began experiencing this recently, after returning to play in recent days, and it’s a problem I haven't faced previously since the game’s initial release.
Numerous online discussions indicate that reverting to graphics driver version 436.48 has resolved the issue for numerous players. Specifically, you can uninstall your current driver using DDU (Display Driver Uninstaller) and then install this older version.

I logged an additional several hours of playing yesterday without encountering the problem. Until Nvidia releases a new driver revision, I will remain with graphics driver version 436.48.
