Are there any mechanical keyboards featuring a design with arrow keys positioned extremely near the spacebar?

Not sure, but that size is referred to as a Compact keyboard or 75% form factor. The exact wording sorta varies on stuff other then full size and TenKeyless keyboards.
Don't know the brand but here is an example

I'm uncertain, but that particular layout is known as a Compact keyboard or a 75% form factor. The specific terminology can differ from full-size and Tenkeyless keyboards. I don't recognize the manufacturer, but here’s an illustration: https://www.amazon.com/DREVO-Excali...ical+keyboard&qid=1556910252&s=gateway&sr=8-9

It doesn't cost a fortune and is available:
https://drop.com/buy/massdrop-alt-mechanical-keyboard
There are various mechanical keyboards on that site, along with a unique capacitive keyboard:

I believed Corsair offered a smaller mechanical keyboard.

They possess this: https://www.corsair.com/us/en/Category/g...9115020-NA. It's a tenkeyless design with an 80% footprint. You only presented one model, which is a 75% layout—a relatively uncommon size for mechanical keyboards.

Considering the price of twelve dollars, it’s highly improbable. A non-branded mechanical keyboard would likely cost at least thirty dollars, while a reputable brand like Red Dragon could range from sixty dollars or more. Red Dragon produces reasonably priced mechanical keyboards.
