Would purchasing a Ryzen 9 3900X limit the performance of my GTX 1070 Ti? Furthermore, would that same CPU impede the capabilities of an RTX 2080 Ti?

Display resolution and update rate?
The Ryzen 9 3900x will not limit the performance of a 1070ti at all.
When paired with an RTX 2080ti and a high refresh display, you would observe advantages from the i9 9900k or i9 KS, but the Ryzen9 would outperform the i9s in most tasks besides gaming.
