Indeed, and I referred to 4 gigabytes of system memory, not the graphics card; the graphics card was operating at only 50 percent.

Reduce the granularity. It appears the GPU has exhausted its VRAM and is utilizing system RAM as a cache. Acquire additional system RAM.

however, the game occasionally utilizes just 3GB of VRAM, sometimes even 2 GB as demonstrated in the attached image. and if it were employing its complete 4GB of VRAM, the GPU's utilization would be at 100%, rather than 50%?

Graphics processing unit (GPU) utilization and video memory (VRAM) utilization represent distinct metrics, similar to how CPU usage and random access memory (RAM) usage differ. A GPU contains its own processor, and GPU usage reflects the activity of that processor; conversely, VRAM usage refers specifically to the 4GB present in an RX 580, which may not be fully utilized even when the GPU reaches 100% performance, contingent upon the size of the textures within the game. If VRAM consumption is only 2 GB, it indicates that the GPU itself isn't the source of the issue, and adjusting graphics settings likely won’t provide a solution. Low GPU usage suggests that either the CPU or another component is restricting your system's speed, and unfortunately, the only resolution involves upgrading your hardware. If a complete system upgrade to a contemporary platform isn't feasible or planned at this time, prioritizing 16 GB of RAM would be advisable, considering the requirements of current AAA games. The root cause might also reside elsewhere, such as a slow, outdated hard drive impacting texture loading speeds and triggering stuttering—though this typically manifests after extended gameplay in areas with varying textures.

I appreciate it, I’ll investigate a different system to avoid restricting my graphics card’s performance. The memory might be the cause since it was maxed out at 5GB while the remaining capacity sat idle. I also examined the processor and GPU metrics; the CPU displayed spikes but overall utilization was 65% with the GPU at 40%. Does this indicate that RAM is the primary factor? Furthermore, my aging hard drive could potentially be contributing to the issue as well.

It would be best if you began by acquiring a fresh hard drive, as it represents the most affordable improvement and isn’t particularly complex to implement.

To naruto66, I completely agree with Shektron, at the very least you need to remember some things.
Auggie1313 offered a stimulating idea.
