The Source engine supports adjusting the viewpoint resolution via the mat_viewportscale command. However, I’m not sure whether CS:GO provides this feature.

The core graphics parameters stay the same, but the 3D rendering quality adjusts based on a scale from zero to one, where any number in between indicates the level of detail. You'll need to reduce the overall resolution or tweak settings further. The design was created when resolution customization wasn't a key focus, so it didn't include an internal scaling mechanism like many current engines.
