Have you tested different mice and keyboards? If the issue persists, it may relate to a BIOS setting preventing the mouse from being initialized.

I just tested it using a different keyboard and mouse, but it didn’t work. I also saw that on the screen with the keyboard settings option, there’s no visible cursor to move. That seems strange.

Nothing happens when they request the key—just ignore it. Once Windows connects online, it will turn on automatically. It likely checks if you already have a valid Windows 10 key using a unique identifier, and confirms the edition matches to ensure proper activation.
