Open the file with notepad++, make sure to use ctrl+f to locate "cl_crosshair" and remove any related commands. Save the changes and run CS:GO.

You may also remove the configuration file. That’s where all settings, sensitivity, and crosshair adjustments are stored. An uninstallation doesn’t erase the config file.
