Hey there, I'm trying to fix this old PC from PC World. It's a refurbished machine from three years ago. First, I rebooted it using the Windows installer. Then I used Macrium Reflect to copy the HDD to an SSD. After that, I powered down the computer, unplugged the SSD, and tried to boot. It showed an error saying a missing boot file. I removed the SSD and connected the HDD, but it still reported a missing file, causing a blue screen and the PC to shut down repeatedly. I have another PC, so I was thinking about formatting both drives and using a Windows 7 image from the side of the old machine to reinstall. What’s the best approach?

You can make a bootable Windows USB using Rufus. Just need an ISO file and an 8GB drive. I usually rely on Rufus for creating these drives. You can reinstall Windows onto the SSD with that method. If the drives have nothing useful, you might want to format them first before starting a fresh installation.

You can obtain a legal copy of Windows by purchasing it from authorized retailers or using official digital licenses. Do not attempt to use activation codes for unauthorized copies.

I would perform a new Windows installation. There are many tutorials available for making a bootable Windows media, it's quite simple.
