WiFi performance on your laptop is very poor—you've already checked everything possible. Your phone and other devices connect at around 150mbps, while the laptop only reaches about 10mbps. Both are using 5GHz, but Ethernet works the same. Please let me know if you need further assistance!

He refers to Wi-Fi, not cellular, so I believe you're thinking of 2.4GHz.
