Whenever I log in to the desktop screen, a persistent annoying bottom-right window appears. After installing and downloading HP Smart from the Microsoft Store, the issue persists. How can I resolve this?

When it appears in the main Notifications area, you can turn off alerts for the HP Smart app. Go to Notifications, find the location of the alert, press the gear button, and choose "Disable all notifications for HP Smart app."
