But what's the reason? You can't fix issues with any overclocking or BIOS resets, it just restarts everything to the default settings. Also, remove any unusual third-party software such as NZXT Cam and similar tools.

It looks like your PC appears to be functioning normally overall. It might just be a matter of game-specific problems. Have you thought about enabling VSync? No, the startup settings are not relevant here.
