I believe wake on LAN is an option, but PXE would be more reliable. Both Linux and Windows work well, and for a free operating system, Linux is the best choice.

Using PXE enables booting the remote machine and lets you select the operating system via a bootloader. I’m uncertain about booting it as a terminal, but I believe that option exists.
