The solution is no. 1803 already includes the initial fixes for the first spectre and meltdown issues. It's not possible to remove parts from cumulative updates like this. You'd need to revert to a previous Windows 10 version, which would leave you without updates for about 18 months.

The patches are not fully disabled by inSpectre. You may need to perform manual adjustments.

It seems confusion remains about the purpose behind these changes. Despite not influencing general performance, they do alter specific server storage metrics. Most everyday PC use stays unaffected and remains smooth.

InSpect yourself before you continue There's no benefit to trying to remove these patches, you're only going to complicate matters more.

Checking those patches in inSpectre might be sufficient. Otherwise, you may need to downgrade your BIOS without the Intel microcode update.
