This post finally explained why I should use Windows Spotlight. Usually, the images would be full of random information nobody requested. Now you can turn them off in Windows 10 version 1803 here: https://superuser.com/questions/1327459/...-home-1803 In short, just edit the registry values to disable unwanted content.

On 1903 (the upcoming date) the feature is unavailable. Windows currently doesn't display tips or additional information about it, though you can still use Bing search circles. (These images require payment.) The registry updates are altering the "ContentDeliveryAllowed" setting from 1 to 0, but it doesn't affect anything else.
