You own an Asus G750 running Windows 8.1 and noticed a gray bar that resizes when you hover over it but doesn’t change. You shared screenshots from both your laptop and desktop. It seems the issue might be related to Internet Explorer. Try opening a new windowed IE, right-click the title bar, and select "Lock the toolbars." This should help resolve the problem.

It looks like you need to respond by opening a windowed version of IE and using the toolbar lock feature.
