I haven't extensively worked with overclocking GPUs, but I saw someone mention a GTX 970 that performed well. Maybe their settings could be useful to follow.

I have a reference from 970 two weeks ago, and what I can say is that the overclocking potential of this model is extremely low, not worth attempting.

I'm just testing it on the bench, and I suspect it could be a bad chip since I've already begun the RMA process.
You filed an RMA because it wouldn't overclock properly? That shouldn't be a valid reason for the RMA...
