Hello, I'm considering buying a new GPU that should surpass my friends' EVGA 960 2GB. The R9 380 4GB seems like a good match, but I prefer the look of reference coolers. Does its basic blower cooling and non-overclocked setup limit its performance potential? Can I still get a moderate overclock, similar to third-party options, or will the cooling restrict it? Also, how noisy is the blower compared to other fans?

Why not choose a superior card instead of dealing with uncertain GPU overclocking? Also, AMD's next generation is available in April. You can achieve significantly better performance for your budget and it will function more effectively with DX12.

i've heavily increased the overclocking of the coolers, but the only issue is they consume power when you do.
