Hello everyone,
This is my second attempt at posting here, so please give it a chance if I make mistakes.
The link provided shows the issue I’m facing with running any game. The screenshot above comes from Ghost Recon Breakpoint.
Every few seconds I experience a significant drop in FPS and GPU usage, which lasts about three seconds before returning to normal.
This happens repeatedly.
I’ve tried checking all drivers, malware scans, updates, and different graphics solutions without success. I’m starting to suspect a power supply or hardware issue.
Could someone assist me?

PC Specs:
CPU – AMD FX-8350 8core
GPU – NVIDIA GTX 1050 Ti
Motherboard – AsRock 970 Pro 3
RAM – Patriot Viper 3 16Gb 1600MHz
Power Supply – Cooler Master G750M rs-750-amaa-b1
CPU Fan – Cooler Master Hyper 212
Operating System – Windows 10 Pro

Additionally, I overlooked that some motherboards include VRM monitoring features, which can be tracked with HWiNFO64. During my search, I came across forum discussions indicating that not all models support this function, including mine, the ASUS Prime Z370-A. It might be wise to use HWiNFO64 just to verify. The VRM temperature is typically displayed as VRM MOS in the main monitoring area where all temperature readings are shown.

Which motherboard was used? Several AM3+ models faced issues with 125-watt CPUs. What is the GPU temperature during gameplay?

Your CPU barely meets the minimum needs for a Ryzen 3 1200, while your 1050 Ti falls short of the GTX 960 requirement (4 GB). According to userbenchmark.com, it's roughly 9% slower. It makes sense that this issue appears in any game if all current titles are running because your CPU is an outdated design. That said, you missed mentioning the PSU you're using. Also, keep an eye on your CPU temperature during benchmarks. This also relates to the CPU cooler and case you have if they show high readings.

I looked into the GPU temperatures, thinking about possible thermal throttling, but they're within normal ranges—about 65°C for the GPU and 55°C for the CPU.

The delays are happening in older versions too, such as Tom Clancy's The Division (2016).
The PSU is the Cooler Master G750M.
Temperatures are typical around 65°C for the GPU and 55°C for the CPU.

I don't really like CM PSUs, but this one seems to perform well. Have you tested connecting the PC to different outlets to check for stable voltage in the one you're using? Plugging multiple devices into the same circuit can also lead to issues. However, after further investigation, it seems that overheating is a concern with AM3+ MBs when paired with certain CPUs. This is mainly because the VRMs are weak and tend to overheat, which likely explains why temperature readings aren't as prominent—most users only track CPU and GPU temperatures. According to a solution on Tom's forum where someone asked about compatibility of the MB with an FX-8350, the manual for the AsRock 970 Pro 3 mentions that (and it applies to various TDPs): "* For cooling the CPU and its surrounding components, please install a CPU cooler with a top-down blowing design." Please note that my CPU cooler is the COOLER MASTER Hyper 212.
I'll attempt a top-down cooler and will follow up with you.
