You've recently updated several components on your build and are experiencing slower internet speeds. The switch to a new motherboard, a different Ethernet cable, and the change in download speeds on Steam all point to potential issues. It seems the new hardware might not be optimized for your current setup, and the previous cable could have had higher bandwidth. The Intel chipset on your new board is supposed to handle better performance, but it might still be affected by other factors.
Are you the sole internet user on your network? Could a bandwidth issue arise if others are also using the internet simultaneously? Does your device support Wi-Fi as well? My laptop connects to Wi-Fi even though it's plugged into an Ethernet port.
Check your Ethernet connection speed. Poor or damaged cables and ports can lead to inconsistent network performance.
