I've reinitialized my PC to its original settings, installed essentials, and boosted my CPU speed. However, in Valorant the GPU reaches 60% capacity while everything runs at full power, drops to 20% when not maxed, and stays at 40% otherwise. It doesn't seem like a bottleneck, but games like Minecraft are much smoother with higher FPS.

You think wrong. It's a huge CPU bottleneck. The CPU usage is "low" cause those games can't use all the cores and threads available. Increase your resolution. Or upgrade the CPU.

Check if CPU and power consumption vary over time. Consider updating the BIOS as well—may not solve everything, but could be worth a look.

Your GPU is solely focused on creating as many frames as your CPU manages. Valorant isn't a highly graphical title, meaning you might match a less capable GPU while still getting similar performance.
