Recently I switched from a gtx 1060 to an RTX 2070 Super. Despite that, my CPU and GPU usage remain unusually low. My CPU stays around 30-40% while the GPU hovers at 40-60%. I've already updated drivers and BIOS/chipset settings, but the issue persists. Any suggestions on how to resolve it?

When evaluating a game's usage percentage, the numbers will differ from your previous experience. There are no issues here—everything seems fine. If performance drops or the computer becomes sluggish, it could indicate a problem.

My computer frequently drops frames even when CPU and GPU usage seem minimal. It happens with popular games like Overwatch, League of Legends, Fortnite, and PUBG. I suspect an underlying issue and would appreciate help resolving it.

Perhaps the issue lies in the fact that GPU and CPU aren't required to operate at maximum effort just to display frames. The exact answer depends on your preferences, such as settings, resolution, and FPS.

Many of my configurations are at full capacity, which explains the expected higher CPU and GPU load. I typically run at 1920x1080 with an average of 100-120 FPS, but it often drops below 100 due to consistently low usage. This suggests there might be an issue.

Check the NVidia control panel for 'Maximum Performance' settings and see if Windows is installed. Ask about the versions you're using—7, 8, or 10—and whether they are current.

I've configured it for peak efficiency and it's running on Windows 10 with the latest updates applied.

It could be the task manager acting odd; have you looked into MSI Afterburner?

I discovered a fix that worked for others. Check the BIOS for 'chipset' section, locate HPET (high precision timer), and turn it off. If you're unsure, it might be in 'power' settings.
