I don't know of anything like that. The only thing I can do is pin all the movable items to the start menu edge and then click and drag to make it smaller. However, it stops at the program menu area.

It's accurate that I'm mainly there to stop my computer from running (I even resort to Alt+F4 since I don’t want to click twice with the mouse) and to locate files or folders I don’t recall the path for. The lingering worry is about that empty spot on my start menu that refuses to disappear.
