In the Frequency field of CoreTemp, when idle it should operate at a lower setting. When you need more CPU power, it should run at full speed. I faced this issue with a laptop where the CPU remained stuck at a low level and everything slowed down. The fix for that Windows 10 problem was turning off Fast Boot (the default settings can be changed, but disabling it helped).

While not running, the processor operates near 900 to 800 MHz, yet during the Unigine Heaven test it reached 1650 MHz.
