I own an FX-6300 which is clearly not great for Skyrim. I'm running a GTX 970 with 2k textures plus about 70 mods, and I'm not using an ENB mod. Can anyone suggest ways to lower CPU usage? Some say shadows are rendered in the graphics card but that doesn't seem to help since FPS hasn't improved. I usually get around 40fps in Raven Rock but only 60fps in most other places.

Eliminate all NPCs to reduce the load. This approach works with the Papyrus engine, though AI performance isn't great. The shadows remain fixed, their position still depends on CPU usage, but FPS drops significantly because they're handled by the GPU. Their biggest resource drain is VRAM. In Raven Rock I'm at 30fps, just like in most other areas. But venturing into the wilds or a dungeon keeps me steady at 60fps.
