I installed FarCry 6 but am experiencing low FPS. I'm using NVIDIA software, yet the GPU is only drawing 250W with 99% of its power utilized. The card is a 3090 Ti. What are your thoughts on the issue?

Are you sure all specific settings are disabled? I believe FSR and something nearby are active. Have you checked if everything is turned off or set to a lower level to see your base FPS? Keep resolution at 1440p.

Verify the in-game frame rate limiter. Look at the frame limiter in the GeForce app—both global and FC6 settings. Consider disabling VSync if needed. These are a few possible adjustments. You might have already tried similar fixes.

Same problem again. 40% usage on a 10700k and mid-40s frame rate on a 1080ti. I begin near 60fps but quickly fall to mid-20s within ten seconds. It feels like the frame limiter is active even when it shouldn't be. Adjusting settings to ultra or low doesn’t help. FSR changes don’t matter. Running as admin has no impact. This game seems poorly programmed. Exiting via alt+tab causes noticeable stutter, making even mouse movement difficult. There’s clearly a major issue with this software.
