I began using my R6s and observed frame rates between 40 and 50, which is much lower than my usual 160 to 170 fps. I checked the task manager for any unusual activity and found that my CPU (Intel I7 10700K) was running at 0.80 GHz despite normal turbo boosting to 4.6 GHz. When playing Rainbow, it dropped to 0.8 GHz. After resetting the PC, reinstalling Windows, and rebooting the BIOS, the issue persisted.

It seems the issue was resolved, previously it was restricting power usage.
