I've been attempting to regain or reset my Steam password, but customer support has blocked me. They asked for my CD key from when the account was created and mentioned that the PC/CD is no longer available. I receive the verification email, but it states that self-recovery isn't possible because extra security checks are needed. Am I stuck without the key? Any advice would be appreciated. Thanks.

No one has ever managed to regain an account without this 16+ year old CD key.

Not found but I had to switch the Steam store to a different country (US to Germany) after moving. Updating that meant providing my US phone number, which I didn’t own since I’d already switched to a German number. I also contacted Steam support for help. They asked for a CD key (any game could have worked, not just the original one used to set up the account). Apart from that, I followed most of what you requested in the email and had no issues. This happened back in 2016.
