Since neither drive has partitions other than the recovery image, you’ll need to extract and move the necessary files from the SSD to just the HDD. The recovery image on an extHDD should be recognized during boot from a Windows 10 USB drive. Just make sure the recovery image is properly formatted and accessible.

What backup tools did you employ? If you're using Windows Backup, simply restore the image to the boot drive, then after booting, restore the files onto the hard drive.

Utilize Windows backup solution. Storage drive and HDD are identical.
