Hi,
I'm looking for a fresh graphics card for my PC. It's not for gaming, just for watching videos and browsing. I'm not ready to fully upgrade yet, but I hope this new GPU will ease some of the lag. It's been a long time since I built a PC; mostly I use my laptop, though here are the details:

Current Specs:
OS: Windows 10
CPU: Intel Core i7-4790K @ 4.00GHz
Mobo: Asus Z97-Pro
RAM: 16GB DDR3
GPU: AMD Radeon R9 200 Series
SSD: Samsung 850 EVO 250GB
PSU: EVGA SuperNOVA 750 G2, 80+ GOLD 750W
Monitors x3:

I'm located in Canada. I'd like to stay within a budget of around $100 to $300, maybe a bit more if I upgrade for the better. I currently have a decent power supply.

Cant suggest anything till we know what exactly your power supply is usually a machine that old will need a upgrade to that pc case size

I'm still using a half-height GTX 1650 in my media PC with an i3-4160 CPU. It works fine at 4k 30Hz HDR on an OLED TV. I don't recall if the issue is with the card or the TV, as it seems to be limited to 30Hz playback, not 60Hz. My card runs without a separate PCIe power cable and the TFX PSU handles everything. The PC fits in a half-height case, so my earlier options were constrained by size and price.

Well, here's my thought. And, this is what I pretty consistently tell everybody looking for a used graphics card, regardless that there are plenty of people who will tell you they've had good experiences with used cards. There are just as many who will tell you they got outright shafted, or the card had some kind of issues, or within a short period of time it simply quit working. And on 99% of used cards, probably 100% since EVGA is not selling graphics cards anymore, you will not have ANY kind of warranty because they are not transferable to secondary owners so unless the seller provides you with the original purchase information (Invoice, retail receipt, etc.) and did not register it in their own name you are buying something that you may simply be out of luck with if there is ANYTHING wrong with the card. And with graphics cards, there is OFTEN something wrong if it's being sold on Ebay, Craigslist, Facebook marketplace, etc., otherwise they wouldn't be selling it. Not always to be sure, but often enough that you have to ask yourself if you feel lucky enough and can afford, to roll the dice.
Especially when you can buy something brand new within your budget that will do what you want it to do AND get a full warranty and manufacturer support along with it. And this is a good idea because graphics cards are one of the items that has a higher problem/failure rate than a lot of other hardware. So, looks like this is the least expensive quality card that would fall within your budget and meet your expectations, plus potentially be suitable for any new build you might do. Also, your PSU has more than enough capacity for it although I will say that if you do a new build you might seriously consider a new PSU because yours is getting very long in the tooth. The G2 hasn't been sold or manufactured for a really long time. Like, that model came out in 2014 so at BEST it was made in like 2016 since they generally only manufacturer models for a year or two after the release date. That means it's like 10-12 years old and even with a really good unit like that is, you're beyond its warranty period and at that point I begin to not trust it anymore except as a backup in the even I need to use one temporarily if my primary unit needs to be warrantied or replaced.
I think this would be a good option.

I understand the gamble the of buying something used, especially a graphics card. There is an Sapphire Nitro+ 5700xt for $170, which is CDN $. Seller has a good FB profile, so I'm probably willing to take the risk. Says it works 100% and I'm picking it up at his house and can test if I like.
Yeah, I won't salvage anything out of this old PC later, just the SSD's as slaves.
