Hello, your budget is around $700. You're considering a Ryzen 7, a motherboard, and new RAM. First, compare the 3800X to the 3070X—does the extra $30 really add value? For a compatible motherboard, look for one that supports Ryzen 7000 series chips. As for RAM, opt for at least 16GB of DDR4 if possible.

Currently I'm running a Core i5-4590, a budget ASUS board, and 16GB of 2600MHz DDR4 RAM.

Not sure about FPS numbers. They don’t perform well. One is a budget $120 screen, the other is my mom’s used one.

The 4590 uses DDR3, which isn't compatible with Ryzen. The 3800X usually offers better value compared to the 3700X, but I believe upgrading to a GPU would likely provide noticeable gains, particularly for smoother performance at 1080p60.
