Based on my experience, it doesn't really change things much. I typically choose the Ultra High Performance plan and everything works fine.

It doesn't really matter. Ryzen balanced should match Windows balanced.

at ultra high performance the cpu runs at full boost continuously, instead of lowering its speed when idle. though some users might find this useful, most benefit from the balanced power plan, leading to a cooler and quieter system.

Absolutely, but on a desktop with adequate cooling, the impact might not be significant. Personally, I prefer keeping my all-core overclock active at all times—something I find more reliable.
