I assembled a new machine for my sister and it's delivering around 30-40 FPS in Overwatch 2 on low 1080p settings. It seems almost unplayable in CS:GO, which is significantly below what's typical for the game. I suspect it's not the games themselves, but rather these particular titles they focus on.

System details: Windows 11 Home 24H2 26100.2454 BIOS Version: E7B86AMS.HN2
Specs (brief): CPU – AMD Ryzen 7 5700X3D 8-core, 16-thread CPU cooler – Thermalright Assassin X 90 SE V2 – SSD – Crucial P3 Plus 2TB PCIe Gen4 NVMe M.2, up to 5000MB/s – GPU – XFX Speedster SWFT210 Radeon RX 7600XT CORE Gaming – 16GB GDDR6 – OS – AMD RDNA 3 RX-76TSWFTFP – RAM – CORSAIR Vengeance LPX 32GB (2x16GB) – PC RAM DDR4 3600 (PC4 28800) – PSU – CORSAIR RM Series RM 650 Fully Modular 80PLUS Gold ATX

I've tested several fixes: disabling XMP (triggered a specific Overwatch 2 warning), turning off the resizable bar (no noticeable change), rebooting Adrenalin Windows into power mode, and running all settings with DDU. Despite these attempts, FPS remains low and temperatures stay very stable.

Additional observations: Adrenalin confirms the GPU is active (no alternative iGPU), RAM speed adjusts correctly when XMP is enabled, and temperatures stay in the 40s even at full load. CPU stays around 20% utilization, never exceeding 80°C.

It appears the GPU behavior is abnormal. Any guidance would be greatly appreciated. If a component failed, how can I confirm that? I’ll be nearby during the holidays for troubleshooting help.

I'm currently on the machine itself and completed these steps (Driver Only, specific AMD GPU download). I also attempted manual chipset installation, re-enabled XMP and resizable bar settings, set PCIe to 3.0 in BIOS, installed via the general Adrenalin installer but with PRO drivers, used Afterburner, and turned off ULPs. Despite these changes, I'm still achieving only 35 FPS in Overwatch 2 at the lowest settings. Any further advice would be helpful.
