I turned off ASPM for (x4) as requested. I'll let you know once it works, and I won't mark it solved just yet—maybe a week or two from now.
Take care that this stops PCIe from reducing the link version, which is how PCIe conserves energy. You might see it in GPU-Z showing PCIe 1.1 even when the GPU is idle. It should only slightly raise idle power use, though unexpected behavior could occur for components relying on that setup.
