On a brand-new Windows setup, consider verifying if the CPU could be overheating or if there are any memory and disk tests running.

I tested my RAM last weekend and everything worked smoothly with no issues. My CPU performance stayed stable between 32C and 52C, and it ran a good third-party app. Today after work, I plan to reinstall Windows 7 and enable automatic updates to check compatibility.
