You can claim a Steam gift on your personal account by choosing "add to library" in the inventory section.
You don't require a second Steam account, my friend. Any email will work; it will ask you to click the link inside the game to add it to your Steam library or inventory under the account you're signed in with. If that account isn't what you want to use, just log out and back in before proceeding with the activation.
Slick suggests purchasing games during the Steam Sale as presents. It hasn't changed much, and you can still give away a game if you prefer. I'm uncertain, but Steam seems to have added a waiting period for gifts.
