Search for your motherboard name along with "bios update" to locate the necessary BIOS updates. Have you verified the clock speeds of the CPU and GPU while playing games?

You're likely purchasing a GPU from a second-hand source. Verify whether the 1060 was heated in an oven. This process temporarily restores functionality, but over time it may not be reliable. Some sellers of faulty equipment might do this initially, making it seem perfect at first, though issues can develop later.

Are you sure the "lag spikes" aren't just the discrepancies between your framerates and monitor's refresh rate (which naturally results in very stuttery gameplay as neither the GPU nor the monitor know what they're even supposed to do and are basically out of sync all the time - unless your monitor has variable refresh rate of course)
Any videos that show your issue?
And I would recommend running a couple of timespy benchmark runs and compare to similar hardware, that's the easiest and most bullet proof way to find faulty / underperforming parts.
(there's a free demo on steam which will work just fine)
