You mentioned your GPU gets up to 86 degrees before it stops working right? That sounds weird since you said the same thing earlier about having no case fans behind me or whatever. Also, why haven't you told us what kind of computer you are using yet? Maybe your setup is not good enough at getting rid of heat. If you use a fan for blowing air out, you really need room behind the box so the hot air can escape safely. It's actually important to have some space when you install these things because if there isn't enough space, you will get performance problems and the GPU might slow down too much just from getting too hot. This could happen even though it is not your fault for running a high temperature like 98 degrees instead of something better like 70 or lower. You should check if you have done the MSI AB test which I told you about earlier, and see how the GPU's temperature changes with different settings to know what you are getting.
I had a similar issue using the same computer and game. It's the game itself that causes trouble. The game is very slow because of bad optimization. Also, RDR2 needs a lot of power from my CPU instead of my GPU.
The game is a beast, but he should be able to get better than 45 FPS on a 1080 Ti. OP, one thing I forgot to point out is many people find the game doesn't run as well on DX12. If you're running it on DX12, try switching to Vulkan. Some also edit the game's settings file (Documents\Rockstar Games\Red Dead Redemption 2\Settings) to set the Async value to True.
