The electrical noise seems to have stopped for me right now, so I'm going to put in new windows.

I need to know what a stable ram clock is on my computer when it's not overclocked, but because I have an overclock for about four months now, things start going wrong two months in. My games stop working and the screen becomes really choppy at around 30 frames per second. I thought I fixed it by reinstalling windows and clearing the CMOS in my BIOS, but it still acts up even when I just reset the BIOS. Yesterday, after bumping the CPU voltage slightly while overclocking, the system worked for a couple of hours before getting choppy again. Now that I've reset everything else, things are still acting up. What could be causing this? Here is what my computer looks like:
- Motherboard: Asus ROG Crosshair VIII WiFi
- Memory: G.Skill Trident Z Royal 3600MHz CL16 ( timings 16-16-16-36)
- GPU: Radeon RX 5700 XT
- CPU: Ryzen 9 3900X
- Storage: 2TB Barracuda HDD and 250GB Samsung SSD 960 EVO M.2

What is your overclock setting on your motherboard? I got a bit messy with my PC's power options last night and the computer ran way too hot. My RAM speed boost has been running for about six months now.

Ok, so I wiped the CMOS and reinstalled all my games and windows too. Tried both old OCs and new ones like I said before. Next is going to change out some parts one at a time. Nothing else left to do here i think. This whole thing started happening out of nowhere. Sometimes it's choppy, sometimes new zones stutter but when the old zones are fine. Sometimes I have stutters without any fps drops, sometimes they drop hard. I really don't even know where to start fixing this because there could be every single part of my pc causing it all.

Here USB drives sometimes get stuck while they're spinning and make the computer screen freeze. They also take longer to start up. This might be because of electrical noise in the slots or maybe both ports are broken. Did you hear a buzzing sound when your headphones were on? Or did it come from your PC itself? The picture is private, so no one else can see it.

So I checked the VRAM and some tests are failing, that's okay because they don't mean anything right now. Here is what the VRAM shows: Changing video mode to 640x480x16...OK [18.02.2020 22:17:55] Test started for "NVIDIA GeForce RTX 2080 Ti"... Trying 16bpp RGB:565 mode...OK TEST FAIL (Code: 8876017C) Trying 16bpp RGB:555 mode...OK TEST FAIL (Code: 8876017C) Trying 16bpp BGR:565 mode...NOT SUPPORTED (Code: 80004001) Trying 32bpp RGB:888 mode...OK TEST FAIL (Code: 8876017C) Trying 32bpp BGR:888 mode...NOT SUPPORTED (Code: 80004001) I will change out components on the weekend until then im trying software related stuff. The electrical noise came from my pc, also think it was coil whine from my 2080 ti but i knew it had this problem. now the coilwhine only comes back when i play heavy load games. The video is not private anymore now.

It looks like a "frame skip" problem is happening in modern warfare based on this video you watched. You'll see it there too. Many other games don't have any issues, but FPS shooters and some games like Final Fantasy 15 have similar problems. What could that be? I think I will wait and find out sometime this weekend.
