Even among budget AMD options, the 5500XT supports PCI-e 4.0, and I found one available on Newegg for under $200 in the US. I understand your point that it's challenging to upgrade a 3.0Gen PCI system on a limited budget right now, but a 4.0 chip could offer significant improvements within the next couple of years—possibly making it a worthwhile investment later. PCIe 4 on Navi exists mainly to include PCIe 4, but it doesn’t significantly impact performance compared to PCIe 3.
