Your Corsair Vengeance 3200MHz RAM isn't reaching its full speed, only hitting 2133 MHz. Changing XMP profiles hasn't helped. Check if the RAM is properly seated or if there are any driver issues.

Adjusted BIOS to 3200 too, believe CPU-Z shows DRAM Frequency at 1599MHz—same issue detected.

You're verifying the signal rate at DDR 1599 with double data rate, specifically 1599x2.
