The first two RAM slots aren't recognizing the RAM when installed in your motherboard. Would placing the RAM in the third and fourth slots still affect the PC or the RAM?

Try booting with just 1 memory module inserted, there is a chance one of them is broken.

Both RAM modules are functioning correctly. I verified each one separately and it started up properly.

Slots are marked with colors, pair identical colors for dual channel advantages. Options include 1 & 3 or 2 & 4—whatever suits you best.

However, I have two 8 GB RAM sticks. When I connect them in 1 and 3 or 2 and 4, the system doesn't recognize the memory. I haven’t tried using 3 and 4 yet, since I’m unsure if it would be safe for the computer.
