It’s really surprising how you can start at 1.0v without any extra changes, and you can’t even adjust the clock speed on the X570. That’s pretty odd!

It seems the board doesn't list memory settings over 3600 MHz that support running four dimmers. This might be due to a hardware restriction.

Have you explored using two dimms? It might make sense to get clocks you like with just two, and changing from four to a pair of 16 GB could work. However, some reports suggest four sticks might be better for certain tasks.

I just tested two dimms and didn’t have time yesterday, sorry for that. Right now I’m stable at 2000 FCLK with 4000 on RAM using a 1.1V SOC and 1.45V RAM. Everything looks normal—no changes made except the original settings. I ran a quick mem benchmark from the dram calculator to check performance under full scope, and it worked without errors. Clearly, this setup is much better than before where I couldn’t even boot. When I tried Cinebench R23, my scores dropped significantly—from around 23200 to 23500 to just about 23000 now. It seems the advantage of using four sticks becomes more noticeable at 2000 FCLK. I’m really disappointed, though. It might mean the board struggles with higher-frequency operation when using four sticks, or maybe my limited understanding of RAM overclocking is causing this. Any suggestions on how to enable four sticks?

Absolutely not something close to an expert, but I think your problem might be the 2x2 instead of a 1x4 setup. It’s unlikely the performance boost will justify the switch, but it seems like the only viable choice right now. To begin, you could search YouTube for "Memory Overclocking Ryzen" and check out videos from trusted sources to spot any missed tips.
