Which board are you working with? Instructing your kit to access a specific number isn't as straightforward as entering a value in BIOS and restarting; you'll need to go through several attempts and adjustments with the RAM. You'll have to experiment with each timing until you achieve CL, which also relies on whether your RAM can handle that setting. What voltage are you currently using? Which platform are you on?
