I'm using an MSI B350 Gaming with these components:

I'm experiencing performance issues because my RAM isn't reaching its full speed (1066 MHz instead of the intended 2133 MHz). I checked enabling XMP in UEFI but it didn't help. Also, my system only uses 8 GB out of the 16 GB installed. In Task Manager it shows 16 GB installed but only 8 are active.
I've tried clearing the advanced boot options and entering the total RAM (16384), but the issue persists. My sticks seem to be limited to dual channel, not quad. All my parts look compatible online, and the motherboard capacity seems sufficient. Any suggestions on what might be causing this?

They are placed in slots 2 and 4. Regarding the speed, they operate at the correct pace. D in DRAM means double. The software displays 1066, yet the real speed is double, which confirms the RAM is functioning properly. Edit: my previous comments were incorrect.
Thanks for the mhz insight, I won't go further than that about the 8 usable GB of RAM. The task manager shows 16 installed, but the UEFI spec lists it as 8192MB.
