I have an R9 380X (Gigabyte) and it frequently reduces its clock speed to around 450-500Mhz when I play GTA V every five minutes. I'm achieving 50-60fps on 2K/Max settings, but whenever the speed drops it falls to about 10fps for a few seconds. This is frustrating and keeps happening in Skyrim as well. I'm trying to force my memory and core clock to maintain a specific MHz, but MSI Afterburner has "Force constant voltage" enabled and it doesn't help. I've already posted two threads about this issue, but they were ignored. I also noticed two significant drops in my gameplay times over the past minute, which is unusual. Also, I assumed someone might think I have VSync enabled, but I don't.

Did you verify the GPU temperatures to confirm it isn't being throttled?

What are your temperatures? A potential reason is that it accumulates heat for five minutes, after which the clocks slow down until the temperature returns to normal.

My motherboard is a 760G (cheap and unreliable, I know) with 2X4 DDR3 RAM, around 1333Mhz. The CPU is already confirmed, and the FX 6300 is overclocked to 3.8Ghz.
The PSU is 600W, probably CH or similar—I’m pretty sure it’s sufficient, as the minimum requirement is 500W, yes?

I strongly suspect your 380X isn't maintaining around 34°C at 1440p with medium to high settings in GTA V. My HD7970GHz (similar to the R9 380X) would likely reach nearly 75°C under heavy loads.

also, 75C at high-medium is really hot, are you certain your fans are functioning correctly?
i've never used an 7970Ghz before, but it seems like a very poor choice and likely causing issues if your card is performing well.
