Yesterday I upgraded my old man's PC with a new system, suitable for the games he plays (WoT, ETS2, etc.). Once everything was installed, I changed the CPU and adjusted the core voltage from 1.225 V to 1.275 V, then set the frequency to 3.6 GHz. After that, I increased it to 3.7 and later to 3.8 GHz. During the AIDA64 stress test lasting two hours, temperatures stayed below 40 degrees Celsius. I’m unsure if this is normal or if it’s a special silicon performance. Also, my MOBO (ASRock AB350 PRO4) doesn’t officially support 3000MHz RAM, but my GSKILL Sniper X works perfectly—thanks to the XMP profile I enabled.

The OC is quite mild, which explains the situation. The temperatures are indeed unusual. Could you clarify what reading temperatures you're using? Also, are you certain the CPU isn't limiting performance through throttling, which might be causing these low readings? A better cooler might help.

I'm using an aio lc (corsair h45), and the CPU isn't throttling. I've checked with other programs like hwmonitor, and my own measurements show the exhaust wasn't much hotter than my body temperature—possibly even cooler.

What is your current room temperature? Check if Ryzen Master shows matching readings.

That's correct, I verified the temperatures using Ryzen Master and they're essentially the same maximum of 45 degrees, while the ambient temperature is around 25 degrees.
