It’s malfunctioning. I think the R23 files need to be reinstalled, possibly due to an issue with the program setup.

I don’t have personal experience with this. How did you manage to download it? If it was a compressed file, make sure you extracted everything properly in the subfolders. Consider re-downloading from another trusted source or the official website, either directly or via Windows Store.
